Class-X and Class-Y capacitors are safety-certified capacitors generally designed and used in AC line filtering in many electronic device applications. These safety capacitors are also known by other names. Class-X and Class-Y capacitors help to minimize the generation of EMI/RFI and the negative effects associated with received EMI/RFI.
One of safety-certified capacitors, JYA Class Y2 CE types capacitors, which are typically produced out of ceramic and paper dielectrics, are used with voltages up to 300Vac and a peak test voltage of 5 KV. JYA Y2 class certified product (basic insulation product) is a cross reference to Murata DE series.
They are designed to suppress any noise from an electronic device by reducing the input impedance of the device, and are connected between line and chassis; if they are short-circuit, they create a risk of shock to the user, but there will be no fatal electric shock hazard.
